LEGAL CONTROLS OF POLLUTION IN THE GREAT LAKES BASIN
Abstract
Henry Landis examines the problems of pollution of ground and surface waters in the Canadian part of the Great Lakes Basin, and enumerates its causes and sources. Existing legal controls are canvassed alongside others that may become necessary in the future. In outlining the constitutional basis for such controls, the author makes the case for provincial rather than federal primacy in this field, and the need for a new treaty with the United States for the control of pollution of boundary waters that would also give recognition to provincial powers.Keywords:
