Abstract

Until August 1914, it was generally thought that that the civilized nations of the world rallied together to increase the force and authority of international law. From the days of Grotius there had indeed been a hardening tenancy upon the “legal” side of doctrine, which never could be called law. All international lawyers can hope to do is to carry on the torch of Grotius and to preach to the International world that violence and illegality do not pay.
