Abstract

This article is the second instalment of two written on the Honourable Horace Harvey, Chief Justice of Alberta. Whereas the first article focused on his early career and leading decisions, this article emphasizes his contributions to matters of procedure, especially those touching the rules of court, as he frequently laid down the practice to be followed in the Appellate Division. The author pays specific attention to what he calls one of Harvey’s most important contributions to sound procedure, his insistence on strict compliance.
