SANCTIONS AGAINST INSIDER TRADING: A PROPOSAL FOR REFORM

This article reviews Canadian legislative penal, civil and administrative sanctions against insider trading. It notes the limitations on these sanctions as a means of deterring insider trading. It then proposes a reform of the law which would allow Securities Commissions to bring civil actions on behalf of persons who have traded either with insiders or when insiders have traded. Keywords:
