Abstract

This article asks whether the dichotomy between constitutional status quo and sovereignty association creates an accurate picture of possible choices for a future Canada and eventually answers that question in the negative. After reviewing the deficiencies of each position, it considers alternative options including 1) complete independence for Quebec, 2) special constitutional status and 3) decentralization of power to the provinces as promulgated by the Report of the Task Force on National Unity. The article focuses on the third option, challenging the assumptions on which the Report is based and revealing the implications of a further decentralized Canada.
