Abstract

In this essay the author examines the reality and implications of electronic cash. He argues that while it may be seen as a development of traditional forms of money it is significantly different in its potential impacts in international fiscal transfers by means of the Net. He discusses the risks deriving from this development, for example the increased capacity for wrongdoing such as tax evasion and money laundering due to the absence of effective regulation. He further argues that all jurisdictions have a common interest in constructing a regulatory scheme for overseeing «le monde virtuel».
