POLICE CONTROL OF DEMONSTRATIONS

Abstract

This article considers the role of police in defining the limits of public protests. It canvasses various factors affecting police decision-making and tactics employed, considering the psychological factors that contribute to the moulding of police perception of public protest. Through consideration of two demonstrations thoroughly investigated by Commissions of Inquiry, one in Vancouver and the other Toronto, the author assesses the relative weight that should be accorded each factor when deciding if and how to intervene in a demonstration. Each major tactical approach is assessed and the hostile audience scenario is given particular attention.
