NATION-BUILDING IN THE COMMONWEALTH: THE MAKING OF NEW CONSTITUTIONS
Abstract
The author found only one generalization from examining contemporary constitutional development in the Commonwealth and Empire, and that is that the need-want relationship, and not general rules or blueprints, is the key to understanding it. This article is focused on emerging nations, where the pragmatic process of gauging and meeting constitutional needs is the joint responsibility of both the United Kingdom and its colonies. He analyses attempts to evaluate the direction progress should take and to devise solutions to complex constitutional problems in Ghana, the Federation of Malaya, Malta, the West Indian Federation, Nigeria, the Federation of Rhodesia and Nyasaland. Keywords:
