A NEW APPROACH TO STATUTORY INTERPRETATION

Abstract

Given the array of unanswered questions and opposing techniques relating to statutory interpretation, the author believes the present method is hardly acceptable. Rather than purporting to answer all the problems of statutory interpretation, he hopes to simply uncover new ideas by examining the problems according to four rules: the Rule of Language, the Rule of Inferred Intent, the Rule of Declared Intent and the Rule of Presumed Intent.
